The Freedom of Information & Protection of Privacy Act (FIPPA) says that when a request for review or complaint received by the OIPC cannot be settled by mediation, an inquiry may be held.  Following an inquiry, the Commissioner or an adjudicator issues an order deciding the outcome of the dispute.
